Provision of accommodation services

Accommodation services are divided into:

• classified accommodation services:

Minimum number of rooms is 5 (excluding campsite services).

• non-classified accommodation services:

Non-classified accommodation services are exempt from the minimum number of rooms available.

Accommodation services are licensed. All accommodation services provided to consumers must be classified or registered. The service provider can check the information on the available accommodation service license in the License information system www.licencijavimas.lt.

I.  Classification of accommodation services

Classified accommodation services can be provided by an accommodation provider holding a valid accommodation classification certificate. Classification of accommodation services shall be carried out by the State Consumer Rights Protection Authority (hereinafter: the “Authority").

The following shall be submitted to the Authority for classification of the accommodation facility:

1. an application for a classification certificate (hereinafter: "the application");

2. a completed form of service classification (hereinafter: the "Form") for:

• hotels;
• guest-houses and motels;
• campsites.

Guest-house and motel service classification forms must be signed and scanned. The hotel and campsite classification Forms are provided in Exel format.

3. Pay a fixed state fee. It must be paid before the date of issue of the accommodation service classification certificate.

The state fee may also be paid into other revenue collection accounts of the State Tax Inspectorate. The list is available here.

II. Registration of unclassified accommodation services

The provider of the unclassified accommodation service shall, within 10 working days of the commencement of the activities, submit to the Authority a notice by filling an official form regarding the provision of unclassified accommodation services (hereinafter: the “Notification”).

The Unclassified Accommodation Provider shall provide a filled official DOCX and a PDF form.

There is no state fee for the registration of non-classified accommodation providers.

Note:

• inform the Authority within 10 working days in the event of interruption or suspension of the provision of accommodation services or changes in the information provided in the Notice or Application (change of service provider, its legal form, legal status, address or other details).
• The accommodation provider may only use the name of the type of accommodation service that is registered or has been issued in a classification certificate when publishing information about the services provided (for example, when registering an apartment service, the object cannot be called a guest-house).
